Are Link Building Tools Legit?

So would this tiered link technique generally be considered a penalty waiting to happen?:

Tier 1 - High quality, manually made websites/web2.0s
Tier 2 - scrapebox high pr comments, automated web 2.0s and heavily spun content
Tier 3 - GSA linking fully automated

I'd say that if you just use brand and URL links on the web 2.0's that would help keep you safe a lot. Also link out to a lot of other places.

But, I can also guess that all of that worthless spam could very well get the web 2.0's penalized (who cares) unless there is some kind of red flag attached to them where the trust and juice they pass is severely diminished. At this point, all you've done is waste a ton of effort that could have been put into marketing and finding legit links that will unquestionably skyrocket your rankings and you can sleep at night and not worry about penalties.
 
If that is what you are asking then yes. They do build links and function as they are portrayed. The key is your imagination to create something special with the tools you are given.
