Traffic Leaking On A New Domain

Because I only have one piece of content at the moment, would creating traffic leaks on forums and blog comments have a negative impact on my SEO?

I can only leak to one article, because that's all I have up at the moment.

Having like 40-50 new links, all on forums / blog comments (low quality) all going back to one inner page only... Surely this would trigger some over optimization penalties?

That would be a perfectly natural situation out on the web. You won't get a penalty for that. Just don't overdo it with anchor text and you'll be fine.
