Just looking on Facebook and Reddit and all those link exchange groups are full of the same people posting shit sites for links. There must be some groups that have genuine site owners with decent metrics that want to swap with the right person?
I'm doing some outreach in my niche but conversions are low so it makes sense to connect with people who already know the value in an exchange. Any ideas?

Maybe you could poke your way around Discord groups. Not sure about LinkedIn but maybe you can hit up individuals there. You could consider hitting up link agencies and offer it, since it's free and they can charge their clients for your link, with your payment being your link. Could even get into A->B->C links that way.

The problem I feel like is that most people willing to do this are going to be "broad" SEO's with whored out sites you wouldn't want to linke to and not the niche relevant people you'd want with one or two high-quality sites.

That's my worry. I'm looking for real sites with owners who understand the value of a good link. Might have to stick to direct messaging and trying to build a relationship with.

stick to direct messaging
This is definitely the best way to do it. Building a relationship with the site owner.

You could try X. There is a huge tech scene on there.

I had someone reach out looking for a paid writeup / backlink on X. It was highly relevant to my niche and I agreed to do it.

Most of the people who hit me up, via email, contact form, LinkedIn, etc, are pure spammers. But this guy was a real human with a cool idea. He found me on X.

Of course, plenty of spam on X as well.
