Hi guys - would really appreciate a bit of advice ...........
Am based in UK, have recently set up a fairly new and specialized website, and am initially looking to target traffic in Singapore - just wondering if anyone has any advice about how best to attract readers and get links that are Singapore specific,

First and foremost would be to advertise on Singapore sites and on social media targeting those users.

Are you wanting to rank in Google for Singapore? I don't know what version of Google they use, but I know it helps to be hosted there and to get links from Singapore sites. It will also help to make sure you tell Google in Webmaster Console that your site is targeted for that region (if it's global like .com, versus a local TLD like .sg).
