Other possibility is the priority of your stylesheets. Something could've moved your child theme stylesheet lower than let's say the bootstrap one.
To tack on what @Ryuzaki said, I actually wouldn't focus on a theme for this but just get a plugin. A WP plugin like this would/should be utilizing the WP native functions anyways. It would be cheaper to get a theme and then add the plugin and work it around that.
