I always buy sites that are extremely niche related, right down to anchors instead of buying one that is in general niche related. I've had mixed experiences with 301s in general in terms of ranking increases.
I use the guys from Storm Proxies. The proxies are constantly rotating with each http request making them better than private/dedis which will eventually just get flagged and banned.
