Hey, just out of curiosity. Have you checked what's behind those links? Are those somehow backlinked also? And if yes what kind of links, and how many of them and when? There might be lots of tier1 links like you described but, one or few among them might have anchor text you are trying to rank...
I would say what @Ryuzaki just have said. Sure, you can go with less quality and more volume, it works (for some time at least). Still, things as basic as onPage should be done first, and be ready for linking before you even think about linking.

Watch out for shortpixel, it wont work with some plugins and services. For sure on some woocommerce setups. Some images will get converted and some not (managed by plugins for example).
